Speed Controllers

Hi All, had a look through the rule book and could not see anything regarding speed controllers i know on oval racing you have to have a reverse speed controller mine has just gone kaput so i would like to know is a forward only speed control ok to use or does it have to have a reverse if it does have to have a reverse anyone got a loan one or a very very cheap one?
